For ground feed the downspouts need to be steep. Figure 60 degrees.
Anchors should be as far away from the leg as it is tall. 4 points on the compass, reasonably spaced. You can brace to the tanks but I don't think you should count on that only. A few pounds of pull at the top is a whole bunch of pounds down part way.
There are a lot of those small legs around at feed stores that aren't used anymore.
