This grazing cornstalks electric is the only fence keeping them off of the road. They have plenty to eat but calves are like kids when it comes to seeing whats out there.

I think the information above helps - the hooves will compact the snow (more falling today on top of 6" plus icey top glaze) enough to complete the circuit that the tester does not.
