I'm assuming what you are talking about is that there is a hydrant that is frozen under your watering bowl. Right? Well if your hydrant is a 1 inch pipe , Get pipe wrenches and tools and loosen the linckage /flow rod from the hydraunt head and screw off the hydrant head. Insert a 3/4 copper tube over the control rod and lower it down to the frozen part. Then pour boiling water in the 3/4ths inch copper pipe with a funnel using a visegrip to keep the copper from decending down below the top of the pipe too far as it thaws. If your copper is too short to reach through the frozen stuff , or you will have to use a longer peice to finish unthawing the hydraynt.
I suppose the same task could be done with a peice of black plastic pipe and the same can be done to a waterline without a hydrant.
When you get through the ice, the water will come squirting out of the frozen line so you need to have a way to shut it off.
