The least expensive - safest for human drinking water would be underground blue plastic pipe.
Wouldn't even consider 'garden' hose for drinking water now a days . .. . most hose seems to be made in some asian country and it says on it, do not drink out of hose. So, hard to say what toxic crap are they making it out of.
