My first step would be a "Turbo socket", pretty much an external easy-out. Last choice would be heat, way too easy to warp the pan, wreck the threads on the pan/plug. A socket adapter on an air chisel would provide some additional help if you can a socket, regardless of type, to grip the plug. Helps to hold/drive the socket on, and the vibration lessen the friction.
