I believe the following is the reason why a new clutch will cause this. When everything is adjusted corrected and you push down the clutch, the clutch releases first and then the dump value opens releasing the pressure to the high side of the TA (to improve shifting). When the clutch is let out the reverse happens and the high side of the TA is engaged first and then the clutch engages.

If a new clutch is install and nothing is adjusted now it engages quicker (pedal farther down). Now you can end up with things in the reverse order. When pushing the clutch down the dump value releases first and the clutch second. On the way back up the clutch engages first (tractors starts to move with the TA in low) and then the dump value closes and engages the high side of the TA.

Not sure if it is possible to have it far enough out of adjustment so the high side of the TA is never engages (possibly Paul's problem).
