Around here we have bins that are lined with epoxy for fertilizer. Pricy but keep the moisture out atleast. Downside is you auger in and auger out.

I have my bins on gravel. A cement pad would be nice for sweeping up and keeping clean if you overfill the auger hopper when loading out.
