I think you mean that the engine runs and the transmission will not. The first thing to check on the shifter problem is the direct power connection to the battery. The transmission computer gets unswitched power directly from the battery and switched power from the ignition system. If the battery connections (+ and -) are good, then you need to take off the panel on the right side of the cab that has about 20 1/4 inch bolts holding it on. The computer is most likely attached to the bottom of the shifter. Unplug both plugs and reinstall them. Dielectric grease on the seals helps to plug them back in. Next check all the wiring to the Allison relay box that is probably on the bottom of this compartment. If none of this works, you need to take the computer and shifter to an Allison dealer to be checked, they can go bad.
The stuck wheel may require one or two rosebuds on the disk, plus the hydraulic pressure and a big hammer to get loose. Ten years of fertilizer can really be tough to overcome.
