In most(moist?) springs, that is a good example of how not to no-till. 

A wavy coulter and adequate down pressure will break up any crusting ahead of the furrow openers. 
 
Before adjusting the row cleaners, I first determine what is adequate down pressure. Then, I set the cleaners to remove most of the residue without any trenching. The intent is to leave the surface as flat as possible. 
 
With no-till, the between-row residue acts as a shelter and will repel rain from there to the planted - and in this case - trenched row. That increases the chance of soil erosion and shallow seed - the former being a primary purpose of no-till. 
 
With midwest beans, residue management is less problematic or even important. Beans are much more forgiving, and in certain conditions it may be the best thing to leave as much residue as possible. In a field next to me, my neighbor no-till planted beans around April 19th. He raised his cleaners and planted beneath the residue. From the road, one could not tell the field had been planted. As of today, picture perfect.
