As some have said it would probably be best to fix that pedal tractor up and buy a new one for the kids to play with if possible. Your tractor is in very nice condition and surprisingly still has the original egg-shaped Eska hub caps. Have you popped off the rear hub caps yet? If not all that there is behind the caps are a flat washer and cotter pin. I would be very surprised if the wheels wont just slide right of the axle because normally the bushings are so loose from wear that there shouldn't be any trouble getting them to come off.
