The same argument could be used to shut down postal service to smaller towns. I suspect the service in my 270 population town is hardly paying the bill for keeping it open. Sometimes we need to do things for the public good in it's entirety even if it is not always economically logical. The question is whether improved air service is neccessary for the econmic development of your town.
