We just use water at ambinet temp and it mixes fine, can get 20%N w/v with Urea only, 23%N 8%S with Urea and Ammonium Sulphate, 33% with Urea and AN, 36% with Urea, AS and AN. I have recipes if you would like them. The urea/as mix and urea alone generally take 18 to 24 hrs to mix a batch, when an is added that time can double. It all depends on ambient temp, I would assume that Belize would be quite warm so it would mix quickly. My mixer is just a tank that holds 20,000 litres with a big recirculation pump, basically just pump in the water, put in the solids and leave to agitate. The other way to do it is to buy concentrated UAN liquid which is about 50%N I think then water it down but I think you can only buy that by the boatload!
