The only time I ran into similar browsing problems was a computer infected with viruses. The virus reporting home hogged the internet connection so bad that normal browsing was impossible. This was on a dial-up internet connection some years ago.

It was someone else's computer. I think I ended up just re-formatting it and starting over.
