I think your 1.5 trillion figure is the scam. They are throwing in everything and the kitchen sink to get that number. Don't have time right now, might try to hit it again tonight.
If you want to try an interesting excercise, try to find the cost of maintaining the no-fly zones. Or, try to find the costs of the ongoing conflict in Kosovo. Good luck.
