This is more runor than fact as I don't know the details, but the DNR/NRCS folks tied up a fella real bad on not allowing him to get some manure out of his lagoon, was an unusual year for moisture. And he wanted to do some surface application because it was too wet to incorporat, to make some room. Yadda yadda. Nothing allowed, no dice.

So the lagoon breeched, and then they gave him a ticket & fine for the mess.

After a while going throgh court, the Judge threw it all out, told the NRCS folks they created the problem while the farmer was trying to find workabe solutions. And it was their fault, not the farmer, that there was any problem at all.

And the NRCS folk wonder why they aren't called all the time......
