Here, we would call it an undercutter or a sweep machine, or a set of sweeps. Usually call them by what size they are. That looks like a set of 5x5's (called five fives, for 5 5foot blades) so a 25 foot machine. We pull a set of 9x6's but not hardly at all anymore with no till. Pretty common tillage machine here on the plains most everyone has one and/or a fallowmaster.
