No they don't. My father-in-law was part of a hunting trip into a wilderness with horses. One of the guys got seriously hurt and they brought in a helicopter to get him out. He would have not lived riding back out horseback.

I think the cow deal is more of a prevention issue. Not an emergency. Misplaced cattle normally should not be there and are causing a potential safety issue, and therefore are not naturally part of the "wilderness" and should be removed. Now how to go about that while adhering to the intent of the laws is the conundrum.

In wilderness areas down here the USFS and other volunteer groups go in with axes and hand saws to clear trails and take care of potential safety issues ahead of time. They don't use power tools or motorized equipment at all, again adhering to the spirit of the wilderness law.

Personally I think the whole thing is hilarious. Especially the ideas that have come up.
