Maybe that hot rolled bar had some armor plate embedded to make a hard spot.

One time I built a record turntable from 1/2" steel hot rolled plate. Welded in a shaft and proceeded to face it in a big lathe. I used high speed steel bit and about half way out, the hard inclusion removed the tip of the cutting bit like it was made of butter. Had to finish with carbide and that wasn't quite sharp and it made the turntable ring so it has a rippled finish.
