Subject: Problem leveling a Kinze 2600 planter

I have a new to me Kinze 2600 planter that i can't get the parallel arms to run level with the ground. I run all no-till and have all the transport and drive wheels in the highest holes. There is still at least an inch and a half or two inches difference between the front parallel arm bolts and the back parallel arm bolts. We have been no-tilling for about twenty years so the ground is really firm. Has anyone else ran into this problem. The only way I can think of fixing the problem is to put smaller tires on the planter or drill more holes higher up on the frame. Any ideas would be appreciated.
