If you are just doing clutches, then you can get by with a VERSA instead of Integra which would save you $2500 from the Integra price that RiverRat shows, and also if you have a straight 12 row then your clutch cost will also be much lower then putting them on all rows of a 12/23 planter. You can also find a lot of used Insights for pretty cheap that would do the job also.
