I think Jon is referring to these bits that the flim-flam guys sell at ag shows and fairs across the country drilling into ceramic tile, brake rotors and anything else you can imagine. http://www.artu.com/drillbits.htm

In a pinch you could probably get by with a good quality cobalt or HSS drill bit if you take it easy and use a good cutting fluid on the bit, like Tap Magic. A masonry bit might work too. A spring has to be strong and flexible, but not necessarily hard. http://www.tapmagic.com/
