we have ours set to run with cruise at 2040 rpm on a 245 magnum ours does surge as well. had dealer out to check it last year and dealer wasn't worried about it, after you prime our disks the surging goes away some so we have left it and not messed with it. they did adjust some valves but said just drive said most of them now are sounding like this.
