Subject: Electric trailer brakes R&R?

Mid-Missouri
We have a low mile cattle trailer with electric trailer brakes. All four wheels attempt to brake, but they are all weak. All magnets energize, brakes are adjusted up, wiring is ok. What am I missing. I don't think it is the truck or controller, as a 12 volt battery hot wired still did not provide good braking when applied. Could it be the magnets are worn out? How about the swing arm being too stiff? Seems odd that all four wheels would have the same issue. None of the wheels will lock up on pavement with an empty trailer. What do you think?
