What engine is in it? Is this one of the converted tractors? If it's like a 300U or the like, I'd try the carb next. My 544 gas used to foul plugs terrible, even with the hot plugs in it. It got to the point where it wouldn't run beyond idle. I sent it off to Denny's Carb Shop http://www.dennyscarbshop.com/ Best $300 I ever spent on that tractor. They determined that my high idle (load) screw's seat was worn out from constant adjustment. So even when I was turning it up and down, it wasn't doing anything! Also the tractor sat for a few years with foul gas (and probably water) in it, so the carb was pretty rusty also. If it was my rig, I'd send the carb to them. They put it on a test engine, and set it up for you! 100% worth every penny. Good luck!
