It probably has rephasing cylinders that need to be fully extended every time or they will do what you are describing. Our old Glencoe had rephasing cylinders on it and they got so bad that it would not lower the wings to the same depth as the main frame even if you rephased them. We tried to rebuild them a couple of times with no luck and finally just replaced it.
