Do they both flow the same amount of vapor? You have to remember that Ammonia liquid expands 700 times. It doesn't take much To keep it flowing. If one side flows more than the other then I would be concerned. The 4 psi. Pulse is normal to me. If you have a bad prong you will see the rate bounce as the vapor hits the flowmeter.
