If I understand you correctly, the shift valve plunger itself is stuck. If this is the case, the tractor must be split and the dual power housing has to be removed to get at it. This would have nothing to do with the prior work that you described. It is also odd, given that I have worked on many of these tractors and never seen anything like it.
