Shut the fuel off at the filter head.
Unscrew the bowl nut, dump the bowl, remove the filter, DON'T LOSE THE SPRING!
Install new bowl o-ring if needed & filter, reattach bowl.
Remove small bleed line from the top of the filter head.
Turn fuel on, let run till a clear stream of fuel comes out of bleed line nipple.
Reinstall bleed tube.
Start tractor.

The bleeder tube was useless item because the premise is that a column of fuel will push air downhill, ain't gonna happen.
Remove the tube and have success.
