I agree on the Rect Tubing. And then maybe not. First, what was the country of origin, USA? The first time it was sent to China for scrap? If so then if it comes from China it is OK to use it. John Deere does it everyday. Next, get a Professional engineer to review your plans, get the plans stamped. Drill the holes. This may require using very precise measuring instruments, aluminum straight edge, center punch, and such. Drill one hole every 15 minutes so it doesn't over heat and stress the steel. After two weeks of drilling it needs to be painted, using DOT approved paint. Use caution when purchasing the bolts, they must be all from the same lot # from the manufacturer and keep a copy of the shear specs in the truck at all times. When torqueing the bolts, use three torque wrenches and several witnesses. Check, verify, re-check. Be shure to cap the ends of the tubing so road salt doesn't corrode them in 40 years.

At this point you may be inclined to haul only at night, holidays, and weekends while DOT is usually off duty. Possible get some small International decals and apply to the tubes so they look factory. If you follow these steps closely it propbably will work, but there is no guarantee that it won't fail.
