It's not their job to train your dog. Get the dog a collar or chain him up. Seems to me you could take care of this yourself if you are willing to spend a few bucks on a collar or an electric fence and spend some time training your dog with them. It's a huge liability for you to have your dog running up on other people - all it takes is one little bite or he knocks someone over and they get hurt and you're screwed - even worse if they happen to have kids - it's not worth it.
