Assuming that this is a syncro-range transmission, Whenever you step on the clutch the transmission pump stops turning so when you stop to lift then shift and back-up, stop and shift to forward all the while turning the wheels you are running out of hydraulic oil to the main pump, may not be anything wrong with the tractor other than the design.
