In Iowa those vehicles (hybrids & electric) pay a higher registration fee. It is $200-$400 more to register them from what I've heard. I don't know if that's enough or not as it doesn't have any tie to how many miles one drives. If a hybrid goes 100,000 miles in a year it's probably a good deal, if it goes 10,000 miles in a year the fee might be more than the fuel tax would have been.
