I would recommend having the entire trailer sand blasted, then spray with a coat of self etching primer-sealer. it is considered an epoxy primer, it normally has a time requirement of an hour after it has been applyed, before the top coat can/should be applied.
This will provide the proper adhesion to the metal to prevent the paint from pealing and flaking off
