Subject: cleansweep and jd 1790 parallel arms

the planter was ordered with the double cropping package which consisted of all parallel arms being 21 inches long but infact there are still 7 of the 32 rows that have the shorter 14 inch arms.are these shorter arms going to effect the performance of the row cleaner depth at all and should the hole settings for the cylinders be set differently or does the depth of the cleaners strictly go by the air pressure in the system? TIA
