Mark, Those voltages sound a little low to me, all our Cummins powered tractors past and present have sat at around high 13's when running and with lights on 13.5 v.

At rest with charged batteries they all would read over 12v. I guess you would have already checked output from alternator however on our current TJ the alternator gave very little warning it was on the way out other than would not read more than 13v at rated speed. The serpentine belts on the Cummins have a bad habit of slipping and we have got into the habit of replacing every 1000hrs.

For what it is worth the Autofarm A5 in our TJ will not tolerate the engine being started as the voltage drain defaults it, so I guess less than optimum voltage will show up with auto steer units.
