Subject: rebuilding a impliment hitch pivot

I am working on an old disc for a project and the hitch pivot ( where the fore and aft pitch is adjusted) is very sloppily worn. When I tried to pull a little faster and it hit a bump, it wanted to dance side to side.
The long pin thru it worn, as well as the holes. How can I tighten up?

My drill press does not run slow enough for an oversize bit to put a bigger pin in. And my fill in a reem skills are less than great.

All ideas appreciated
