Toyota lists $24k for the lowest price model, if that is similar to a normal vehicle list price, then $20k should be in the ballpark for a cash price.

The Volt is a lot better looking....but I'm not sure it's 'twice as high' better looking.

Their is a compact smaller Prius just now on the market , a bit more stripped of power toys, called the Prius "C". Drivers of this latest "little Prius say 60MPG is pretty easy and sticker price starts at $18-19 K.

It MAY be real tough to get a Prius C in the US any time soon. When the C went on sale in Japan in January, Toyota thought they might be able to sell 12,000 per month, so thats how much manufacturing space they alloted to the new model. They say they got 120,000 paid orders in January.
