Yes all quarter frames keep all four on the ground. Believe it or not a quarter frame is more stable than a frame. In a potential upset the frame will flex. The draft arms are more rigid. The up side is if you get stuck you can "scissor" yourself out. This trailer was a off shoot of a frameless but you can dump into a paver or box. Holland makes a block kit and offers them already on new wheels. It is key to have higher wheel as the Pin goes rear of the pivot pin, under the wheel. Usually the pin is 1 - 1 1/4 round stock. 3 pcs. of 1 or 1 1/4 I.D. 1/4 wall tubing. 1 pc. of tubing, slightly wider than the wheel, is welded under the rear of the wheel. The other 2 pcs. are approx4" long and welded to the 5th wheel mounting plate. Issues, measure king pin length and make sure when trailer upper fifth wheel slides up on to the fifth wheel the king will not hit the lock bar tube. The helpfull thing with the higher wheel height is when the tube is welded on the fifth wheel can still tilt down,when the pin is not in, to get under a low trailer instead of the tube hitting first and not allow wheel to tilt all the way down. Make the tube mounting brackets by hole sawing a hole the O.D. of the tube in 1/4x6" plate. Also when welding be carefull not to sieze pin. Or you could take 2 - 4x4's and a couple of tarp straps and do it hillbily style.
