Iowa (the tall corn state) has it figured out! They are going to include it in registration fees! If you drive a flex fuel vehicle, you will pay an extra $50 per year. If you have a hybrid vehicle, you'll pay $100 extra per year! Does IA have a 2 yr registration period? It may be $/registration period.
