We had a Steiger Panther years ago that had similar symptoms. After rebuilding the hydraulic pump, the problem turned out to be a leaky relief valve. $7 at a hydraulic shop fixed it.
The point is, start with the simple stuff first.
Our 8640 started giving us trouble on #1 SCV. The sheath on the cable wore through and it began to work hard. a replacement cable fixed it. I'm guessing as suggested before, if the linkages are loose, the cable could be the problem. The above suggestions are good ones.
