I was always told haylage needs innoculating moreso than corn does. Corn has lots of sugars so it goes through the fermentation process readily. Alfalfa on the other hand has far less sugar for the bacteria to go on. You want the right bacteria to use that limited sugar and innoculating does just that for you.
