Combustion chamber cleaner. Dodge has some pretty good stuff. Kleen-Flo also has some that's probably just as good. Just remember... get COMBUSTION chamber clean, not carb cleaner.
I've had moderate success with freeing various things with those products. I was never a believer in any penetrant until I tried them.
