I bought a 1998 International 9200 with an Eaton Fuller 10 speed three years ago and it shifted exactly as you describe with yours. Took it to my International dealer and they took the top off the transmission and replaced a bent pin somewhere inside the transmission. Didn't really cost much to have it fixed and shifts very well now.
