That is a casing problem not a recap problem. What happens to recaps is that the casing is older than than the tread, and the casing dry rots out. Virgin tires will last longer due to the fact that you are getting a new casing, not one that is dry rotted or been over loaded. And on the buffing, you need to sand them down and get a real buffing wheel and a bar of white rouge. The setup you have is for wheels that need a little work, not alot.
