Did you check to see if the Starfire 3000 was showing up under the Original Greenstar Monitor? Some times it will show up under the OGSD button in setup or info and a few minutes later it would switch over to the 3000.
1.3 should be the version that allowed for Glonass on the 3000. If it isn't listed under the OGSD then do what aggar said and it should get it back online.
