Frank , It is my understanding the reason we are to use ( and do ) the 99% rather than 91% is you do not want any water involved . Water and freeze branding don't mix . I use Denatured Alcohol you can get at Wally World, Menards,Lowes etc... it is 99% also and usually is much cheaper than brade name human use 99% alcohol. Good Luck
