You are spouting a bit of disinformation here. Android IS an open OS. If it weren't every phone manufacturer would sell phones with the exact same software build. The open part of Android is the fact that phone manufactures have the ability to customize the OS. Google allows for customization of its OS, phone manufacturers take it upon themselves to try to limit the customizations of their customizations.

Rooting in itself is pretty simple on most phones, one click in one app in a lot of cases. Your confusing simple rooting with loading custom ROMs. ROMs are a bit more involved and are highly customized by developers. You do need to be rooted to load ROMs, but just because you are rooted doesn't mean you are loading ROMs.

That being said Android CAN be customized in stock form. iPhone can't.

Can you customize your STOCK iPhone lock screen? (Changing the wallpaper doesn't count...)
Can you put Widgets anywhere you want on any of 21 screens on your STOCK iPhone? (Yes, a stock Gingerbread phone has 21 screens... STOCK)
Can you load apps on your phone that aren't available (aka allowed) in the app store on your STOCK iPhone? (Yes, a stock android phone allows you to install non market apps.... STOCK)

All of the above customizations are available to a STOCK Android phone. You don't need root to do any of it. How is any of this not customizing/personalizing your phone? Rooting/Jailbreaking is a completely different level of customization. You just can't bring yourself to admit that a stock Android phone is more customizable that a stock iPhone.
