As the others have mentioned Goss's starts at the top of the plant. However it will progress down the plant killing all the leaves. It can under severe cases with the right weather (hot) eventually make it into the stalk plugging up the corn's vascular system. Also I bet there are other diseases present working on the corn such as anthracnose, diplodia, etc.
