North America
as a dairy farmer we have to have the milk truck in on all conceivable weather and conditions so when we built our new barn and new lane we dug all the top soil out until we got to firm soil witch was like over 18 inches and then filled it level to grade with pit run and then packed it down with a big paving roller and then put like 3-4 inches of A gravel on top. Everyone liked how it turned out and we have not had anything stuck. The only problem was there was big cheque to write as it was something like 50 quad axel trailer loads of fill brought in.
