I have never had that problem. I wonder if you could swicth the hoses to one of the other crossover releif valves and see if it changes the speed of that cylinder.
Northern tool has a Prince crossover relief valve for $99. It's rated for 30GPM and 3000psi max pressure. I think this would work if you need a new one.
